Are IRA Rules a Conspiracy?

It is really annoying that if a close family just passed away and you are struck with grief everyone expects you to know what to do. Inherited IRA rules are especially hard to grasp, with all the special cases and pitfalls and do this and do that but under any circumstances NEVER do this. The only real way to get your head around that is to make a flow chart kind of thing that asks questions and depending on your answer you follow an arrow down to another box with another question. In the end you happen to come to a box that says what you have to do. Why is there no such thing? Why do I see loads and loads of text everywhere, filled with paragraphs and rules and exceptions. Is this a conspiracy to get people to hire expensive professionals? I think I am on to something here.
